Of the 3 you mention, in my opinion, Roda is the best quality golf course and it's also close to all the shops, bars, restaurants, beaches etc of the Mar Menor. It is, however, not as peaceful as some other resorts as there is a main road / motorway running along one side.
As you will know, Hacienda Requelme and La Torre are inland golf resorts, so, to an extent, you are limited to the small number of bars, restaurants & shops in the resort - or need to drive 20-30 minutes for more choice. The golf courses are also closer to the villas & apartments than at Roda (which I see as a negative). If you are considering an inland resort, then El Valle is probably the best course and has a 'classy' feel about it.
You won't find much 'old charm Spanish' on any of the golf resorts as the majority of the permanent residents, holiday home owners and those renting holiday properties are Brits or other northern Europeans.
The best thing to do would be to come over for a holiday and rent similar properties to the type you are thinking of buying, stay at different resorts and visit others. Also consider the time of year you come, as places can differ widely between traditional 'holiday' periods and 'off-season'.
Cost of living - in general the cost of living in Spain is similar to the UK (food, drink, fuel, insurances, broadband, etc.) Alcoholic drinks are significantly cheaper; Council Tax is much lower and you may find that your energy bills are lower as you need less energy for heating. However, you will need to allow an additional 12%-13% on top of the purchase price of your property to cover the purchase costs. Golf resorts will also charge maintenance fees which can range from £50 per month to £200 per month, depending on the resort and the size of your property.
You also need to get visas and private healthcare and, as part of such, need to prove a certain income.
