Severely sight impaired - groups for help and advice please

I live here part of the year and am severely sight impaired and helped by the RNIB in the UK, there is a severely sight impaired neighbour here in La Manga that has been resident here full time for 20 plus years that really could do with similar help support and advice, he has a mobility scooter and can get to Cartagena by bus but that’s about it, he’s in his 80’s and really could do with help with magnifiers, radio, phones/technology etc, a group that meets up would be wonderful and helpful - any suggestions please?
