Spain is a member of the EU and the rules are not made by Spain but agreed as a whole with the other members. There is no reason to think that Spain will change the rules for how long third-country citizens can stay in the country.

At the start of 2023, Spain formally applied to the EU to be allowed to opt out of the '90 in 180 days' EU rule, as they were already recognising that people (mainly Brits) were either selling holiday homes in Spain (as they couldn't stay in them with the same freedom that they were used to) and also sales of holiday homes were down (for the same reason). All this was leading to reduced economic income and associated reduction in tax collection (from IBI and IVA).

The EU has yet to rule on this, although it is thought that the application will be rejected, as, in general, the EU wants all members states to enforce the same rules and if they allow one state to opt out of a rule they don't want, that opens the doors for other states to opt out of other rules that individually don't suit them.

However, Spain may ultimately reach a bilateral agreement with the UK (which would supercede the EU rule); or just informally instruct their Border Control officers to ignore the '90 in 1980' rule.

Sounds promising, in impact on their economy must be taking a hit.
