...better still, make an effort to learn the language sufficiently to be able to handle your own affairs. I sincerely doubt that your local town hall in the UK has any Spanish-speaking staff on hand to deal with any Spanish residents in the area!
My issue was not that no one spoke english. Of course I do not expect everybody to speak english. My issue was the late charges as I had already supplied all my details including email address to receive all bills so I could pay them promptly, which I prefer to do.... but I received no bills. I also tried several ways to pay including online & through the bank & solicitor to no avail.
