Much as I like dogs; I'm glad it's the owner of the premises who decides who comes in.  Nobody wants a drooling dog watching you eat every mouthful in a restaurant  -  as I have seen happen on open terraces so often, and dogs in garden centres peeing up the trees and plants lol

I belive private establishments mean private houses not bars & restaurants!

Not at all Roland is correct and having owned 3 restaurants in Spain the owner has the right to refuse entry to people, dogs, cats or wherever they wish. It is their business if they wish to allow a person in with a dog that is their choice but not many will, bars that have space may allow them in to attract trade as but I dont imagine you would get an al la carte meal 🙂

So if you’re right, the new law has changed nothing since proprietors have always had the ability to allow or disallow dogs entry. What in your view is the main thrust of this aspect of the new law?
