I would first try to understand why the doctor has refused and then if you feel justified then escalate to the Practice Manager or ask to speak to a different doctor if this is possible. If no success, then speak to your local central NHS.

The NHS also has travel clinics, where you pay for travel vaccines, so they may also offer a medical certificate service?

You can pay a private doctor to issue the certificate, but they won't have access to your medical records and would probably be quite expensive. I googled this and found many similar companies to the one below...

Hope this helps!

The reason given was they have decided they will not offer this service, honestly she said she didn't know what to do

and had to speak the the practice partners.

First of all she said we cannot issue it because I had nor had a blood test since 2014.

Then came back and said they would not be offering this service.

Thanks for your reply

Hi I had the template and took it to the surgery.  They are just being very unhelpful. This is the last document I need and

cannot believe I am just hitting a dead end.

I have spoken with Bupa as I'm registered with them, also private hospitals, looks like I will have to change Drs as another local surgery said

they have been issuing them but only for patients registered with them.

Unfortunatley its the time it takes to get the records over whch means my NLV appt will have to be changed also.

I thought this would be the simplest of things to get.
