Illegal Padron?

Hi 

Recently a helpful member stated

" it is against the law for a council to register non-residents on the Padron (they would be claiming fraudulently for allowances meant for residents only)

I am a little confused as for a number of years I was selling properties in many regions and when a purchaser completed, all be it a holiday home or permanent residence, after I had assisted with bank account NIE etc I would take them to the town hall to register on the Padron, thus assisting extra funding from the government.

I have politely asked the person to educate me an tell me the law (we can all learn new things as we get older) but he has failed to respond?

So please, as I am aware many people out there have much experience living and working on Mainland Spain, tell me where I can find this law..

holiday home owners should not register. The padrón  is only for habitual residents of Spain. Registering could have tax implications as the person inscribed is stating that they habitually reside in Spain.

That is not answering the question I am asking where it is law.

Also any non resident property owner has a tax liability, they should complete a Modelo 210 and pay tax on the Cadastral value of their property I believe it is approx. 1.1%
