You need to inform the DGT(traffico). If you were the owner in January you are still liable. Depends which gota fria!. Maybe speak to your insurance company and ask them to help.

September Gota Fria, but car not written off until Jan, despite being under water in the underground garage for 3 months!

I will contact DGO as payment was from Consortia.

I don't know how much the annual car tax is but I don’t think it a lot

Mine is about 70 euros so it's not a lot and the late payment fee doesn't add much, 10 or 20 euro. At the minute in Torre pacheco there is an extended period until May to pay anyway and all Bill's are still valid. They usually expire as you have about 2 months to pay when you get your bill. Try having a look at the Torre pacheco Ayuntamiento website and go from there. However I do think it's strange that you have to pay TP as I bought my car in Cartagena and I paid my first bill to Torre Pacheco, you are the other way around.

Anyway there are more important things to worry about at the minute than car tax!. Stay safe.
