Digital certificate

I am trying to do our La Renta forms for 2020 and need to confirm our valor catastral. Our IBI tax bank statement seems to show an increased figure yet I have been informed it hasn't gone up. If I get a digital certificate I think I will be able to check it myself. So can anyone tell me what is required and where to take it locally to Isla Plana or Puerto Mazarron. Also which website will I use? Thanks.
