I'm looking for any information regarding water bill's.I have a holiday home in PDM,however the standing water charges, when not occupied, are very high, around €45,for 2 month's.Is this a normal rate?

Yes thats what we were paying prior to being resident
I don't think your standing charge is 45 euro every 2 months.
Your total bill including waste will be that amount surely ??

If you look at your bill, you should see how the various costs are set out. So much for water, so much for waste and so much for standing charge.

Don't forget that there is also a charge for waste collection (rubbish bins) included in the water bill.
I assume it is the same for Mazarron as it is for Cartagena?

FYI - before we moved here permanently, we were paying just under €45 for our water bills, so yours seem to be about right.

Also includes the Basura rubbish bins. So that is the usual amount.
