I think you're right, that's why they behave this way.
Just a small point, and in my opinion I believe both you and Roland are being a little unfair, I find the utility companies to be quite fair and from what I can remember on par with the uk, at least they do not have call centers based in India or other countries to answer their calls, and there is always their local office you can go to if there is a problem
